In California, dog owners are held responsible if their dog bites or attacks another person.  Civil Code §3342a clearly states,

“The owner of any dog is liable for damages suffered by any person who is bitten by the dog while in a public place or lawfully in a private place, including the property of the owner of the dog, regardless of the former viciousness of the dog or the owner’s knowledge of such viciousness.”

This law provides that unless the victim was trespassing or committing a crime when the dog attacked, the dog owner will be held responsible for any injury, even if the dog doesn’t have a prior history of aggressive behavior.
